Free Image Editor?

I'm looking for something like photoshop that I can use to edit pics and design text/watermarks. Is there anything free that would suffice?

I *might* be able to dig up a cracked version of Jasc Paint Shop Pro... It's probably about 5-6 years old :(

I'm going to have to dig it up myself, wherever it is, to resize/censor screenshots anyways to avoid more noobish screenshots in all senses of the word 'noob'
